Thank you for contacting me about the PROTECT IP Act in the Senate (S.
968). I always appreciate when constituents contact me about issues
important to our nation. I must apologize for my delayed response,
however, as I have received more than fifteen thousand letters from
constituents since I took office.
S. 968 was introduced by Senator Patrick Leahy on May 12, 2011. This
bill authorizes the U.S. Attorney General to take action against
individuals using domain names to infringe upon another individuals
property, copyrights, or other privileged information. S. 968 was
referred to the Senate Committee on the Judiciary. To date, a companion
House bill has yet to be introduced.
In general, I believe the rights to privacy and free speech are
fundamental American rights that cannot be compromised. The Internet,
cell phones, and other electronic devices have opened the world to new
possibilities we could only dream about a decade ago. However, we must
ensure that our core rights are not infringed upon during this period
of rapid innovation.
In the coming weeks and months, I will continue to study this issue to
determine its effect on Internet censorship and intellectual property.
Should this bill be introduced in the House, I will work with my
colleagues to ensure a citizen's rights are protected. Our civil
liberties are a pillar of our nation's culture, and our government must
not limit an individual's privacy under the guise of internet
protection.
